We're seeking an exceptional Programme Delivery Manager to join a growing PMO & Delivery function, taking ownership of high-profile strategic and regulatory change programmes that are critical to organisational success. This is a fantastic opportunity to play a key role in shaping and delivering transformational change within one of the UK's most important sectors, ensuring programmes are delivered safely, effectively and with lasting impact. Whilst this role is contractually home-based, there will be an expectation to attend our London or Leeds office, along with other locations, as required for key meetings, workshops and stakeholder engagement.
The Opportunity Reporting to the Head of PMO & Delivery, you will lead the successful delivery of complex, multi-workstream programmes across a broad change portfolio. Working closely with Executive Sponsors, Directors and senior stakeholders, you'll provide the leadership, governance and delivery expertise needed to ensure programmes remain on track, risks are effectively managed and benefits are realised. You'll be at the heart of major organisational change, coordinating activity across Digital, Data, Change, Operations and external partners to ensure successful outcomes for both the business and its customers.
Key Responsibilities
- Lead the end-to-end delivery of large-scale programmes comprising multiple projects and workstreams.
- Develop and maintain programme plans, milestones, critical paths, dependencies and RAID logs.
- Provide clear and insightful reporting to Programme Boards and senior leadership teams.
- Build trusted relationships with Executive Sponsors, Directors and key stakeholders.
- Manage programme governance, ensuring decisions, actions and risks are clearly tracked and owned.
- Identify, manage and mitigate programme risks, issues and dependencies.
- Coordinate cross-functional teams to ensure seamless delivery across business and technology functions.
- Oversee programme budgets, forecasts and financial performance.
- Drive delivery excellence, promoting best practice across planning, governance and stakeholder engagement.
- Support the successful implementation and embedding of change within operational teams.
What We're Looking For
Essential Experience
- Proven experience delivering complex programmes within a Housing Association, Registered Provider, Local Authority Housing service or wider Social Housing environment.
- Significant experience leading large-scale transformation, regulatory or business change programmes.
- Strong understanding of programme governance, assurance, risk and dependency management.
- Experience working across both Agile and Waterfall delivery methodologies.
- Demonstrable success partnering with Executive Sponsors, Directors and senior stakeholders.
- Experience managing programme budgets of £1m+.
- Ability to coordinate delivery across Digital, Data, Operations, Change and third-party suppliers.
- Excellent communication, influencing and stakeholder management skills.
Desirable Qualifications
- MSP, PRINCE2 Practitioner, APM or equivalent programme management qualification.
- Agile certification such as Scrum Master, SAFe or equivalent.
- Degree-level qualification or equivalent professional experience.
